my 91 lincoln continental putts when its turned ...

my 91 lincoln continental putts when its turned on ive changed the fuel filter and its still doing it i also smell too much gas wile running what might cause this?

Is the check engine light coming on?

Pull the vacuum line off the fuel pressure regulator and see if there is any fuel in the line.

yes the check engine light is on, also when i punch the gas in park it doesnt pass 5 or 6 rpms it doesnt rev up all the way i didnt explain in detail the first time
