I have an '86 Lincoln Towncar. The steering makes a whining noise when turning or steering while not moving very fast. The steering is also becoming stiff when not moving very fast. The steering fluid is full. What else could be wrong?

1986 Lincoln Towncar 8 cylindar

Already Tried:
I checked the power steering fluid to make sure it is not low. It shows it being full.
