I have a 1990 Lincolin Cont it get's up to 15 mph and won't switch gears speed will not increase is it the transmission.

1990 Lincoln Cont 3.8

Already Tried:
nothing yet. Had transmission put in almost a year ago.When I checked fluid it was bone dry looked like there was never any transmission fluids put in.
