92 lincoln town car electircal problem won't start

1992 lincoln town car will not start but lights, horn, radio all works. Tried to see if it was the fuel filter because before, I had to turn the ignition several times before catching and starting. Has been repair shop for a week, and they do not know. any suggestions?

They found no diagnostic trouble codes or problem with the fuel and igntion system and the car still wont start?
