My 1998 lincoln Mark VIII has a bad low beam headlamp. The dealer told me I had to buy a new set of lights (retrofit) because that one year (98) took a special bulb that is no longer made? The new set costs Over $700.00 - for the complete assembly.

Hello

Unfortunately this is true. The bulb is obsolete and the retrofit is expensive. You may find one cheaper on ebay or some other websites. The bulb is a HID 9500 which is discontinued.
