2000 Isuzu rodeo V-6 stalling

I have a 2000 Isuzu Rodeo 4wd V-6 that I have had recent stalling problems on but always restarted. This time coming up to a stop sign the engine died and would not restart. It made absolutely no noises. Upon inspection found the engine to be bound up. After working crank back and forth it will move about 1/4 turn. Could this be a timing chain problem as this has DOHC's. Engine has about 85000 miles on it and has always had Mobile 1 in it and has always run very strong. previously check engine light codes have shown engine misfire and engine out of timing phase. Isuzu wants 750.00 just to look at it. Thanks Nick

Already Tried:
Pulled plugs all look new.Another mechanic changed battery and starter. I barred engine over and got it to move about 1/4 turn total back and forth.

I would check the fuel pressure regulator. It is located on the fuel rail. It is round, about a quater size and has a vaccum line going to it. If the regulator is leaking gas than it can cause this problem. Pull off the vaccum line that goes to the regulator. Be absolutly sure there is no gas in the vaccum line. If there is, the diaphram has ruptered and there is gas entering the engine that is not accounted for and the regulator will need to be replaced!

Reply to amedee's Post: it was almost 2 weeks before I had time to bar engine over. I'm positive it's not a fuel rail problem.The engine comes up very solid either way,and is definitely something mechanical.From what I can see through the small oil pan. I see no rod, piston, or cylinder wall damage.It really
seems like a piston coming against a valve or ?

Sorry for the miscomunication. What I would rec to do is to dissconnect all the drive belts. Then try to spin the engine over by hand. It should have some resistance because of the compression. But not too much! Hopefully the problem goes away when u take the drive belts off because then u know the problem is a pully of somesort. If not than it will be in the engine. I belive this motor has a timing belt. If neccesary, remove the timing belt and see if it is one of the camshafts that is binding up.
