99 GMC 5.7L has power but no start or crank. Thought ...

99 GMC 5.7L has power but no start or crank. Thought starter died replaced starter cleaned all wire connections and ground on frame. Replaced Starter relay fuse and still has no crank nor start. Starter is ok had bench tested.

Optional Information:
1999 GMC c1500 5.7L Vortec

Already Tried:
replacing starter, cleaning wires and ground, replacing starter relay, and applying jumper cables for extra power.

Are you getting power to the solenoid terminal on the starter when you try to start the truck?

Gene i have just tested power to the solenoid i have 12.5 volts to the starter. I am all out of answers please help.

Ok lets be sure here,do you have 12.5 volts at the small or s terminal on the starter when you try to start the truck?also take a screwdriver and touch the two terminals on the starter?does the starter work when you touch the two starter terminals?
