the wipers on my 2004 venture willnot come on.

I replaced the wiper motor last year and still had problems with them banging and jerking around. Today they just quit all together.

You will need to have the wiper motor assembly replaced. This is a common failure with GM cars and trucks. You will need to replace it with a New One instead of Rebuilt. The Rebuilt ones are not much better than the one you replace. The problem falls on the internal Pulse Computer Board. New ones have an updated version, where a rebuilt one does not.

YES! 99.9% of the time that is the issue. The other .1% it is a blown fuse or a wiring issue. You already tested the 25 amp fuse...... So, you can check to see if power is getting to the wiper motor assembly on the yellow wire and if it is then , It is time to replace the wiper motor assembly again.
