My 01 impala has ext. and int. lights that flash rapidly.

My 01 impala has ext. and int. lights that flash rapidly. It seems the car has to warm up first and you dont have to be moving. The 'battery run down protection' relay clicks with the flashes. if i pull it out then the 'headlight' relay clicks. Thanks for your help

 

Optional Information:
2001 Chevrolet impala 3.4 v6

Already Tried:
exchanging relays, unpluging and plugging in main elect. connectors by underhood fuse block. i tried to get it to start flashing with out starting the car and nothing happened. I idled the car in my garage for 1/2 hour and nothing happened. but after driving for a few minutes it started and then continued clicking even after i shut the car off.

All the lighting is controlled by the body control module.I have seen this exact symptom before and the bcm fixed the problem.The bcm needs to have a set up done by a GM dealer.Call the dealer to see if it is still under warranty.
