2004 Malibu - gas cap will not stay in place - warning ...

2004 Malibu - gas cap will not stay in place - warning message "check gas cap".
Tried replacing the cap with a locking gas cap - same problem. Although it sounds like it is engaging (clicking as rotated), can be removed without having to "unlock". Any suggestions on what the issue is and how to resolve?
