If you can see the latch clearly, you should be able to easily open it. The release cable, joins the latch at a pivoting arm which determines whether the latch is locked or unlocked. If the cable is completely missing you should still be able to find the arm and pull it outward with a small flat-tip screwdriver. If the cable is still there, you should be able to follow it to the connection point. If you can't see behind the latch, a small automotive telescopic mirror can help.
