1996 honda civic

my 1996 honda civic will not start. It cranks but acts as if it isn’t getting fuel. I replaced the fuel filter and it still doesn’t start. I pulled the plugs, two were black and dripping with gas, the other two were reletively dry and burning looked normal. There was spark from all four plugs. Any clue?
