1991 honda seat belt prob.

Hello, i have 91 honda civic 4dr with automatic seat belt system on passanger side it’s not working, i checked fuse it’s o.k it failed in close position that means i can use seat belt only thing it will not go forward when i open the door to get out. If i manualy turn the belt motor to open position(forward) using allen key and and close the door it pulls back and again open the door it doesn’t work, can you help me?, if it’s switch where is it and how to test it?.

  It looks like there is more then one fuse for that system but schematics are not very clear on it.
