Car repair answers for a 1990 Toyota Celica

My car sputters and is sluggish and acts like it wants to stall when you start to go from any stop. At least until you get going. From 1st-3rd gear. It is an automatic 1990 Toyota Celica ST Could it be from the fuel filter? The oil was just changed and so were the spark plugs
