I've been around the tire business for 30 years and I would NEVER use brake fluid on the bead of a tire. That bead is the most important structural part of the tire. They make many very good bead sealers that will do the trick. It comes in a small can with a brush and you paint it on. It will fill any small rust pits or scars. Definately use the soapy water trick first to locate your problem before you try fixing anything. A teaspoon of dishwashing soap in a spray bottle full of water will work good. Spray the entire tire and wait for it to foam.
