I have a 1998 Dodge Caravan that is giving me some electrical problems. Today it starts but all the rear hatch controls , wipers, heater, wiper with spray are flashing. The van also would not come out of park. Shut the van off then it wont restart not even crank. I can here the relays clicking but no selinoid. Is this a Body control module problem. thanks John

alternator tested ok, new battery, new serp belt

Yes! It sure sounds like it! IT is very common! I would rec to check for battery voltage down at the starter when cranking. If there is none, Than the bcm is suspect!
