Whaen you are reving this engine is it with the vehicle in gear or in park? If it is in park this is normal. The ECM (Engine Cotrol Module) is programmed with software that will prevent the rpms from going any higher than this while in park or nuetral. It prevent costly engine damage. As for your code here is a TSB (Technical Service Bulletin) from Honda.

SYMPTOM

MIL is on, and DTC P1361 (TDC sensor intermittent interruption) or P1362 (TDC sensor no signal) is set, or the engine makes a rattling noise.

PROBABLE CAUSE

Excessive end play in the camshaft.

CORRECTIVE ACTION

Replace the cylinder head assembly.

Out of warranty:
Any repair performed after warranty expiration may be eligible for goodwill consideration by the District Service Manager or your Zone Office. You must request consideration, and get a decision, before starting work.

DIAGNOSIS

Remove the valve cover. Check the camshaft for excessive end play. The maximum allowable amount of end play is 0.5 mm (0.02 inch) (see page 6-40 of the 2001-02 Civic Service Manual).

If the end play is more than 0.5 mm (0.02 inch), go to REPAIR PROCEDURE.

If the end play is less than 0.5 mm (0.02 inch), proceed with normal troubleshooting.

REPAIR PROCEDURE

1 Remove the cylinder head (see page 6-30 of the 2001-02 Civic Service Manual), and discard it.

2 Inspect the TDC sensor and the timing belt covers for damage (see page 6-57 of the service manual). Replace any damaged parts.

3 Install the new cylinder head (see page 6-50 of the service manual).

4 Check the engine oil level; add oil if necessary.

5 Do the Idle Learn Procedure:

Make sure all electrical items (A/C, audio unit, defogger, lights, etc.) are turned off, then start the engine.

Let the engine reach its normal operating temperature (the cooling fan cycle twice).

Let the engine idle (throttle fully closed and with all electrical items off) for 10 minutes.

6 If you are working on a 2001 Civic 2-door EX, do the Cruise Control Learn Procedure.

Drive the vehicle, and set the cruise control above 40 miles per hour.

Continue driving the vehicle for 5 to 10 minutes.

NOTE: You can use a smog/chassis dynamometer to do this step instead of driving the vehicle. Do not do this step with the vehicle on a lift.

The head was rebuilt and the valves were adjusted according to the specified specs. The car has no power at all. I don't think it can go over 5 mph. The valve were adjusted to .08 intake and .10 for the exhaust. The timing belt is new and made sure that it was set correctly with the crankshaft mark. Do you think the valves need adjusting/or incorrectly adjusted? Could there be something wrong with the ECU unit?

Was the engine at normal operating temp when the valves were adjusted? What is the camshaft endplay? You say you had the cylinder head rebuilt, but according to the TSB youare to discard the old head and install a new one.

ACCEPTED Check Mark

Step #1 under repair procedure is to "discard cylinder head". Step #3 says "Install new cylinder head".

The valves are to be adjusted with the engine at normal operating temperatures. I would try this first before throwing a new head at it, but the valve adjustment will not affect the code you have.
