It sounds like trhe Ignition Switch or Rod is hanging up. Here is how to Get to Ignition Switch &/or Replace. The Bottom one is for Ignition Key Switch.
IGNITION SWITCH:

Disconnect the negative battery cable.
-
On tilt columns, remove the upper extension shroud by unsnapping the shroud from the retaining clip at the 9 o'clock position.
-
Remove the trim shroud halves, after unfastening the attaching screws.
-
Disconnect the switch wiring.
-
Turn the key to the ON (RUN) position.
-
On 1982-86 cars, drill out the break-off head bolts attaching the switch to the lock cylinder with a 1/8 in. (3mm) drill bit. Remove the remainder of the bolts with a screw extractor.
-
On 1987-88 cars, remove the bolts securing the switch to the lock cylinder housing.
-
Disengage the switch from the actuator pin.
To install:
-
Slide the switch carrier to the ON (RUN) position. New replacement switches will be in this position.

Turn the key to the ON (RUN) position.
-
Position the switch on the actuator pin. It may be necessary to move the switch slightly back and forth to align the switch mounting holes with the column lock housing threaded holes.

While holding the switch in position, install the retaining bolts. On 1982-86 cars, install new break-off bolts and tighten until the heads break off.On 1987-88 cars, install the bolts and tighten them to 50-60 inch lbs. (6-7 Nm).

Connect the wiring.

The remainder of installation is the reverse of removal. Be sure to check the switch for proper function, including START and ACCESSORY positions. Also, check that the column is locked in the LOCK position
Functional Lock Cylinder
The following procedure pertains to vehicles with undamaged/unjammed lock cylinders. If an ignition key is unavailable, ignition key numbers must be known, so that the proper key can be made.

Disconnect the negative battery cable.
-
On tilt columns, remove the upper extension shroud by unsnapping the shroud from the retaining clip at the 9 o'clock position.
-
Unfasten the trim shroud attaching screws, then remove the shroud halves.
-
Unplug the wire connector at the key warning switch.
-
Place the shift lever in PARK (column shift only) and turn the key to RUN.
-
Place a 1/8 in. (3mm) wire pin in the hole in the casting surrounding the lock cylinder and depress the retaining pin while pulling out on the cylinder.
To install:
-
Turn the lock cylinder to the RUN position and depress the retaining pin, then insert the lock cylinder into its housing in the flange casting. Assure that the cylinder is fully seated and aligned in the interlocking washer before turning the key to the OFF position. This will allow the cylinder retaining pin to extend into the cylinder cast housing hole.

Using the ignition key, rotate the lock cylinder to ensure correct mechanical operation in all positions. Install the electrical connector onto the key warning switch.

Check for proper starting action in PARK or NEUTRAL. Also check that the start circuit cannot be actuated in the DRIVE and REVERSE positions, and that the column is locked in the LOCK position.

Install the trim shroud onto the steering column.
-
Connect the negative battery cable.
Non-Functioning Lock Cylinder
The following procedure applies to vehicles in which the ignition lock is inoperative and the lock cylinder cannot be rotated due to a lost or broken ignition key, unknown key number, or lock cylinder cap which is damaged and/or broken.

Disconnect the negative battery cable.
-
Remove the steering wheel, as described earlier in this section.
-
On tilt columns, remove the upper extension shroud by unsnapping the shroud from the retaining clip at the 9 o'clock position.
-
Remove the steering column trim shrouds.
-
Disconnect the wiring at the key warning switch.
-
Using a 1/8 in. (3mm) drill bit, mounted in a right angle drive drill adapter, drill out the retaining pin, going no deeper than 1/2 in. (12.7mm).
-
Tilt the column to the full down position. Place a chisel at the base of the ignition lock cylinder cap and, using a hammer, break away the cap from the lock cylinder.

Using a 3/8 in. (10mm) drill bit, drill down the center of the ignition lock cylinder key slot about 13/4 in. (44mm), until the lock cylinder breaks loose from the steering column cover casting.

Remove the lock cylinder and the drill shavings from the housing.
-
Remove the upper bearing snapring washer and steering column lock gear.
-
Carefully inspect the steering column housing for signs of damage from the previous operation. If any damage is apparent, the components should be replaced.
To install:
-
Install the ignition lock drive gear.
-
Install the ignition lock cylinder.
-
Install the shift lever detent plate that was retained from the housing with the damaged lock cylinder (column shift only). Install the new lock cylinder housing.
-
Adjust the ignition switch retained from the housing with the damaged lock cylinder, and install it onto the new lock cylinder housing.
-
Install the new lock cylinder housing assembly.
-
Install the shift cane assembly (column shift only) and upper bearing.
-
Install the steering column trim shroud.
-
Check for proper starting action in PARK or NEUTRAL. Also check that the start circuit cannot be actuated in the DRIVE and REVERSE positions, and that the column is locked in the LOCK position.

Install the steering wheel.

Connect the negative battery cable.
