4 way harzdard lights not working properly

I have a 96 plymouth neon and all of the 4 way hazdard lights work except for the passenger side front turn signal and the passenger side front marker.The lights work when I have the directional on but not with the hazards.So I know it can’t be the bulb.The dealership wants to charge me $50 to put it on the dianostic check and it wont pass the inspection without the lights working.What should I check to get them working?Thankyou
