Power Steering?

My car makes a whining sound when I turn the wheel at a slow speed, and an almost grinding sound as I turn the wheel when it is nearly stopped. I checked the power steering fluid and it looked like there was some in there. I don't know how full it is supposed to be. Can you give me an idea of what the problem is?

The cap should have a dipstick on it so you can make sure it's full. Low fluid can cause that. If the pump is full and it stoill makes that noise, then you likely have a bad pump.

If you install a new pump, the new ones will also make noise for about 500 miles and then quiet down.
