My 96 4 runner will not start when key is turned to start.

My 96 4 runner will not start when key is turned to start. No noise and then I turn the key a num ber of times and then it cranks, This is an itermittent problem and seems worst o n a very hot days

Starter has not been replaced

98,000 miles

no clicking

lights on dash stay bright expect for clock both when it starts and doesn't start. Mostly does it overnight or when it has been sitting outside all day at work

I turn the key back and forth a few times and it starts, although getting more frequent it does not happen everyday. I sprayed contact cleaner in key hole and above ignition switch which seems to help for awhile
