Diagnostic code interpretation

I am getting a PO410 diagnostic code on my 2001 Chevy S-10, 4.3L V-6, 4x4, crew cab. The description (secondary air injection system malfunction) sounds like it's only an environmental issue, but it looks like my mpg might have dropped a little. Engine still sounds fine.
How many things could be involved in a troubleshooting and repair exercise at my local chevy garage? ....or is this something I can smoke out and only require a component swap that I could do with parts from my local auto parts store?
When I erase all codes, the code reappears after awhile.

2001 Chevrolet S-10 4.3 V6

Already Tried:
Just read the code, tried to erase it so I could see if it was an anomaly. It came back after awhile. Looks like all my hoses are attached.

check the small fuse box behind the battery for a 30 amp fuse...if it is blown you'll need to change the air pump...its probably seized from water intrusion... There is also
a new tsb that needs to be performed it includes a new
inlet hose and solenoid assembley availble at the gm dealer
for water intrusion into the air pump and solenoid. check the fuse first....the air pump and relay are attached to the radiator support

Thanks for the prompt response; I'm going out to the truck now to check the fuse.
In the meantime, is this reaqlly necessary to proper fuel mixture or is it just an emissions thing?

THE PUMP COMES ON FOR ABOUT 15-45 SECONDS AT COLD START UP TO LOWER TAILPIPE EMISSIONS...AFTER THE CAR HAS BEEN ON FOR MORE THAN A MINUTE OR TWO IT DOESN'T COME ON AGAIN...ITS JUST FOR COLD START EMISSIONS...WILL NOT EFFECT EMISSIONS ON A WARMED UP VEHICLE (CLOSED LOOP OPERATION) UNLESS THE CHECK VALVES ARE LEAKING AND VENTED TO THE ATMOSPHERE(WHICH WOULD NOT HAPPEN UNLESS SOMEONE ALTERED THE AIR PUMP PLUMBING)

I couldn't find any fuse box behind the battery. The big fuse box is on the other side of the engine. I popped the cover and the fuses aren't labeled. I am now about to locate my owner's manual and see if I can identify the fuses. I appreciate the explanation on the reason for the hardware, but let me check for the fuse before I drive on blithely. Be back in a few minutes. I'm on my laptop, so I hope I don't lose power while outside.

Thanks; found the fuse box, but I can't get to it without removing the battrery, etc. Got a light rain ouit there right now, so will check it later. Guess I need to get it fixed, though, if the fuse is blown, because if I don't I won't pick up any new codes.

THANKS...IF THE PUMP IS REPLACED MAKE SURE THEY REPLACE THE INLET HOSE AND SOLENOID ASSEMBLY SO IT DOESN'T HAPPEN AGAIN....
