car wont start

I have a 2000 ford explorer and it won't start. it is not even trying to turn over. it makes a sound like when your battery is dead but when I put it into neutral all of the lights came on and my overhead light comes on when I open the door. is it possiable that it is the starter? If so, what is a reasonable price to pay for repair in southeastern Michigan?
