Vacuum line to dash not working

My 2000 Ford E150 van AC works well. The problem is it only blows as if the heater is on by your feet. What do I need to consider to get the vent system to change to come out where it is supposed to when on the AC spot?

 

Optional Information:
2000 Ford Econoline 150 V8

Already Tried:
Took dash apart and tested for vacuum to the controller. No vacuum. Cannot follow lines as they are lost into dash.

Normally the a/c will only blow out the defroster vents when there is a loss of vacumn. Here is a diagram to help with the vacumn circuits.

Reply to Tim Basham's Post: I found the problem under the hood. So the diagrams did not really help. After I fixed the hose I am left with the system only working at highway speeds. Any ideas?

Are we talking only blowing cold at highway speeds or controls only working at highway speeds

I beleive you still have a vac leak although it sounds like a very slight one. These can be hard to find first check for orpoer operation of all modes if any don't appear correct that circuit is most likely at fault. If all appear about the same the it is most likely the supply line still.
