TRANSMISION PROBLEM

i have a 1993 chevy astro van v-6 rear wheel drive. problem will not shift after 26-28 mph . Engine just starts racing> reverse is just fine and up to that speed seems just fine . Could it be a vacume leak> or is transmision shot???? PLEASE HELP THANK YOU
