Speed Governor for Chevy 2003 Cavilear

I have a 2003 Chevy Cavilear. I'm trying to find a way to modify my car so it will be unable to travel over 65mph. I know this sounds strange but I'm facing loss of my license for speeding and my lawyer thinks this might help.
The dealers I've talked to say it would involve downloading different software that controls the governor in the car. The car has a governor but it kicks in at 100 - 110mph. GM technical couldn't help. I need some device or post-marketing kit that an reasonably compentetent mechanic could install and the name of a parts supplier or search term that would lead me to a supplier. I've searched under speed limiter and speed governor. The Chevy factory trained mechanics don't know how to modify the software. They contacted GM technical support.
