I have a 2001 Dodge Stratus with a 2.7L engine. When it is in park and you get between 3000rpm and 4000rpm it chokes out and will not exceed 4Krpm. It also does this when driving down the road and I have experienced this in stop and go conditions. Any help.

This sounds like you have a clogged up catalytic converter. You will have reduced exhaust flow. It could be low fuel pressure or volume. The fuel pressure will have to be tested with a gauge. You can purchase one from a parts store or have a shop do it for you. However I believe it will be clooged converters. This is harder to tell except for reduce exhaust flow. You could remove the o2 sensors before the cats and retry to rev. the engine.

Then it is most likely a fuel pressure or volume problem. The fuel pressure will have to be tested. Also there are two o2 sensors one on each side did you remove them both?
