replacing ignition on 98 toyota corolla

the ignition key wont turn all the way , it justs unlocks the wheel . after i turn the wheel left and right and continue to turn the key it finally comes loose . is there a quick fix. i do use spray lubricant , and if needed to replace how do i do it ?
