Brake Power Booster

I have a 1985 Mazda 626. Can you positivily say that a brake power booster is good by simply looking at the vacuum line and lever? How would you check a power booster that has no brake fluid in the brake system because of broken line? Can you tell if a diaphram is busted in a power booster by inspecting the outside of the booster only? To properly check a power booster should the car be running? If a power booster is not working correctly will the car stop as effeciently as it would if it were working properly? How much percentage wise does a booster assist in the braking of a car?

Reply to Steve7654's Post: The car was in a collision and the CHP expert said that he could positivily, 100 percent say that the Brake Power Booster was in proper working order by merely visually inspecting the out side of the booster although the brake fluid had all drained out of the complete brake system.He said he never started up the car to test the brakes. He also said that the vehicle would stop normally and effieciently with the failier of the booster.
