I have a 2005 Beetle Convertible, it is in the shop now for a third time at the dealer. They know of 4 other same vehicles with same problem and don't know what wrong. The problem is after sitting for couple hours the fuel is being bled down back into the tank. They pressure tested it and it goes down to like 13% after couple hours of sitting. When i go to start vehicle after this bleed down, it won't start and i have to wait till i hear the pumpl actually pump fuel into it then try and start again at which it does. They have replaced the fuel pump and filter and this still hasn't resolved the issue. please help

Already Tried:
3 times at dealer, changed fuel pump and filter
