tower replacement

i have a 1999 grand am pontiac, it was making rough noises while in idle, and was sluggish. i was told that i need to replace my tower and get premium tune up. it was about $$400. noone i have talked to ever heard of a tower in my car. do i have one and is this a good estimate for services?
