my fuse for my fuel pump keeps blowing on my 86 Astro van. is the fuel pump going bad or could it be something im overlooking?

1986 Chevrolet Astro van 6cyl

Already Tried:
changing the fuse and cleaning off connection to the pump that had oil all over it
