It's a flow code then.The vehicle is safe to drive but the egr passages need cleaned out for the code to go away for good.I usually remove the egr valve and clean the hole between the intake and the valve.It is best to do it from both sides,egr and intake.On some engines the throttle body needs removed to clean it properly.Make sure you get a new throttle body gasket before removing it and clean any carbon from that area as well.
