I have a 1979 corvette - with the key on and the slide ...

I have a 1979 corvette - with the key on and the slide to off the heater blower runs on low speed - it works on low medium and high on heat and Ac - the brown lead from switch is constant hot to resistor- with brown wire disconnected fan shuts off and works on mediun and high - is it normal for fan to run with key on.
