my two brake lights don't work but the tail lights do and the rear dash brake light does work and can't seem to find any broken fuses what can it be?

 

Optional Information:
1998 Honda accord 4 cyl

Already Tried:
check both fuses/ under the hood and under the dash/side panel/ checked and replace light bulbs

The symptom you describe almost always points to a bad turn signal switch.For it to be anything else you would need at least two wires to go bad at the same time.If it were mine I would replace the turn signal switch.
