I have a 1993 chevrolet silverado k1500 extended cab truck.

I have a 1993 chevrolet silverado k1500 extended cab truck. The windshield wipers work on and off. When they don't work, I can still here i believe it's the wiper motor making a noise like it's trying to work and the washer fluid will not spray either.
Would this be the wiper motor or the wiper pulse board?

 

Optional Information:
1993 Chevrolet k1500 5.7 liter

Already Tried:
wiggled wireing harness connected to the wiper motor will make them work 45% of the time/p>
