i have a 98 accord 2.3 with an egr insufficient flow code.

i have a 98 accord 2.3 with an egr insufficient flow code. I have done the routine cleaning of all the passages and the light stayed off for about 2 days. Would that then mean that the EGR is bad or is there something im missing?
