Cant fix the brakes on 1990 Chevy Suburban

Have a 1990 Chevy Suburban 1/2 ton with rear ABD brakes. Pedal goes to floor and wont stop well. EVERYTHING has bee replaced--master cyl, booster, valve, ABS unit, rotors, drums, calipers, ALL. Two chevy garages and two private brake companies cant get it to have a solid pedal or stop well. Have over $2,000 now in wasted replacements---what can this be?

Replaced EVERYTHING in the brake system 3 times.
