I have a 1996 Grand Cherokee Laredo that the engine is turning but it will not start. I am thinking the fuel filter or fuel fuel pump..

You need to check fuel pressure with a gauge. Also check for spark at the plugs, and injector pulse, with a noid light. You may be missing one or all of these. But you must have all three before your engine will run.
