engin on 1990 ford crown victoria wont start

I have a 1990 ford crown victoria that my mom seldom drove - it has only 68,000 miles. It has been setting for some time now. I drove it the other day and it started to run rough - I put some heet in it plus injector cleaner - it got real bad until now it will not run at all. When I try to start it - it seems to hit - the engin sakes & it shuts down. Could it be just dirt?
