Brakes problem on Honda Civic

I have a Honda Civic 91. There is brakes problem. Symptoms are that on rapid brake it draggs tires so badly that I can feel the smell of burn rubber. It also takes long distance for the car to stop. Also a car vibrates when I brake and when I keep pedal down while waiting on red lights it sinks.
Mechanic diagnosed that the rear brakes do not respond to braking because they are not adjusted so when car brakes only front brakes work. That causes that they work too hard and put the whole weight of the car on the front brakes. He also said that rotors have signs of overhitting.
In short he wants to replace master cylinder, flush the whole system and adjust rear brakes.

Is he right? He also wants to charge me for this $450. Is this resonable price?

hes right about what needs to be done.

As for the price, is this cost just for labor?

or is it including the parts aswell?

also, if the parts are included, what is he replacing?

Reply to 32roadster's Post: He is replacing master cylinder including bleed system, refinishing disc rotor,flushing entire brake system including master cylinder, calipers and wheel cylinder and re-adjusting rear brakes. The price includes parts and labor. He gave me discount on AAA and I paid $397.
