Should I install a totally new engine, when replacing engine heads?

1997 Honda Accord V4 DX, started losing water. Over heated, new thermostat installed but still seems to be losing water. The hose that connects to the thermostat , for some reason is, " full of pressure ". I'd appreciate all the advice you can recommend.
