I have a 1997 chev. 1500 4x4 The heater will only operate on high. I have changed the H Core and the resistor it is still doing the same only working on high.

1997 Chevrolet 1500 5.0

Already Tried:
Bought new H Core bought new resistor

Is the relay available at auto parts store or is it a Dealer only part? I purchased from the dealer a H-Core and today I purchased a resistor which neither helped, I still have the same problem Only runs on high.
