2001 Jetta with OBD II Scanner problem.

I have a 2001 Jetta, with a 2L gas engine. I have tried to use an Actron OBD II scanner model CP9135, but it will not link to the car. Also, I have tried another scanner and it did not work on the Jetta either. I have tried the scanner on a BMW X5 and a Ford Thunderbird and it worked just fine. The Service Engine light was on and the dealership was able to download the codes. I have tried the scanner again, and still it is unable to link. I sent the scanner in for an update which it received, and still does not work on only the Jetta.
I would like to know if VW uses a different type of code than everybody else? Can I test the car's OBD II system to see if it working correctly, without using a scanner? Any other ideas on why it would not work?

must scanners will not work on vw make sure the scanner is vw compatible
