Car repair question.....

My 2002 Toyota Avalon had a diagnostic code ( P 0440 ), which refers to an Evaporative Emission Control System "malfunction".   I was just wondering if I am being "financially exploited" by the Toyota Dealership Mechanics, or if I really need to have this problem fixed ?
