It sounds as if your power assist is not operating.
I know you have replaced the power steering pump, but it may be faulty.
Most repair shops can measure the hydraulic pressure being generated by the pump to determine whether there is an internal pump failure; this requires a special adapter set with a 2000 psi pressure gauge that you probably do not have at home.
It is very common for these PS pumps to develop broken shafts inside the pump. Sometimes, this results in the pulley being obviously loose or coming off; other times the break is deeper inside where the pulley will still turn but the pump will not generate any pressure.
I would suggeest having the PS pressure measured, to determine whether you have a pump or a rack problem. If you have no power assist, one or the other is faulty (even if remanufactured).
