Is the tire rim suppoused to have friction with the Brake Rotor?

I was changing my 17" tires to 14" stock tires And when i tightend the lugg nuts, I spun the tire and i noticed some friction between the Break Rotor and my rim. Is this suppoused to happen?

No you will have to find out what is rubbing that shouldn't be.Remove the wheels and look for rub marks.Were any other mods made to the vehicle besides the wheels(17 inchers)?

The 17 inch wheels are Falcons. they are not the stock tires however. do you know what size tires come on a 97 EX Honda Civic (Coupe)?
