i have a silverado when you turn the wipers on they stay

I have a 2003 silverado. When you turn the wipers on they stay on in the intermediate speed. If you turn them up they will go to full speed, but when you try to turn them down to the delay setting or off they will not go off. What's the deal?

2003 Chevrolet silverado 5.3

Already Tried:
Taking the fuse out for a while. Then putting it back in. Sometimes that works and sometimes it doesn't

The answer I received was gereric. Any electrical component fits the answer I was given. Loose connection or bad motor. I'm looking for more specific help than that. ie where the components are that might be the problem and howm to test them. The bottom line is the info I received was
NOT worth $8.
