the lights work and there is gas but my ford taurus will

The lights work and there is gas, but my 1997 ford taurus will not turn over. I tried looking in the back for the fuel shut off switch, don't have a manual, and find where the tag for the shut switch a small black box with a red button on top that is already depressed. Is this the shut off valve? Could it mean that I need a fuel pump. Please help!
