i have an rav with miles it has a very hard start for

I have an 02' Rav4 with 37,000 miles. It has a very hard start for the last couple of months.   My Toyota dealership tells me I need an Idle Air Control Valve at a cost of $505.00!
Could this be possible at 37,000 miles?
